• Creates a new exemption from FOIA disclosure for incentives provided to and rent paid by persons, organizations, or businesses that use public facilities for conventions, trade shows, meetings, athletic contests, concerts, and other artistic, cultural, or social events.

• Defines "facility" to include buildings and grounds used for conventions and meetings, as well as stadiums, arenas, theaters, and structures used for athletic contests and entertainment events.

• Takes effect immediately upon becoming law.
