Allows non-licensed individuals to apply eyelashes professionally if certified as eyelash technicians by the Department.

Requires eyelash extension application training program with minimum 320 hours of classroom instruction and practical experience, including at least 8 hours of theoretical instruction.

Training program must cover infectious or contagious eye diseases, allergic reactions, sanitation practices, occupational health and safety, eyelash extension application procedures, and isolation and separation techniques.

Instructors must be licensed as cosmetology teachers or cosmetology clinic teachers under existing state law.

Department shall adopt rules regarding approved eyelash extension application training programs.
