Beginning January 1, 2016, at least 15% of passenger vehicles purchased with State funds must be fueled by electricity, electricity and gasohol (hybrids or plug-in hybrids), compressed natural gas, liquid petroleum gas, or liquid natural gas.

Exemptions from the 15% alternative fuel requirement apply to Department of Corrections vehicles, Department of State Police patrol vehicles, and Secretary of State vehicles except for mid-sized sedans.

All gasoline-powered vehicles purchased from State funds must be flexible fuel vehicles (capable of running on E-85 or gasoline), or fuel-efficient hybrid vehicles achieving at least 20% better fuel economy than comparable conventional models as of July 1, 2007.

All diesel-powered vehicles purchased from State funds must be certified by the manufacturer to run on 5% biodiesel (B5) fuel.

The Chief Procurement Officer may exempt certain vehicle procurements based on intended use or other reasonable considerations such as health and safety of Illinois citizens.
