Amends Illinois Vehicle Code Section 3-412 to require the Secretary of State to issue livery registration plates for every for-hire vehicle capable of carrying 4 or more passengers, excluding the driver.

Livery registration plates are distinctive plates that identify vehicles used for hire purposes, separate from standard registration plates.

The requirement applies to all for-hire vehicles meeting the passenger capacity threshold, establishing a new registration plate category.

Takes effect immediately upon becoming law.
