Amends the Counties Code to establish standards for property fraud alert systems that notify property owners when documents are recorded affecting their property.

Allows county recorders to create registration forms enabling real estate professionals (agents, attorneys, closing agents, title company agents) to register property owners in the county's fraud alert system on their behalf.

Registration forms must include: notice that registration is optional, system description and costs, property owner contact information, property identification number, preferred alert method (email/phone/mail), liability disclaimers, and space for up to 3 additional alert recipients.

Real estate professionals must first register with the recorder to verify their credentials before filing registration forms for property owners.

Provides liability protection for counties, recorders, third-party vendors, and real estate professionals except in cases of willful and wanton misconduct, and prevents home rule units from creating conflicting registration forms.
