Eligible physicians must meet strict requirements including graduation from accredited medical schools, passing licensing exams within three attempts, completing approved graduate medical education, holding specialty certification, maintaining a full unrestricted license, having no criminal convictions, and having no prior license discipline.

Establishes the Interstate Medical Licensure Compact Commission with two voting representatives from each member state to administer the compact, promulgate rules, oversee discipline, and manage a coordinated database of licensed physicians.

Disciplinary actions taken by any member state automatically apply to a physician's licenses in other member states, with automatic 90-day suspensions triggered by revocation, suspension, or surrender of licenses in any member state.

Compact becomes effective when seven states enact it and continues until a member state withdraws (effective one year after repeal legislation) or is terminated for default, with dissolution occurring if membership drops to one state.
