HB3684: Foster Children's Bill of Rights Act

• Establishes a comprehensive bill of rights for all children and adults in foster care under the Department of Children and Family Services, including 28 enumerated rights.

• Guarantees fundamental protections including safe housing, freedom from abuse, adequate food and clothing, medical and mental health services, and protection from unauthorized medication.

• Protects communication rights including contact with family members, siblings, social workers, and the ability to make confidential calls and send unopened mail unless prohibited by court order.

• Ensures educational access, work opportunities, religious freedom, participation in court hearings, involvement in case planning, and access to self-sufficiency programs for current and former foster youth.

• Requires non-discrimination in services and benefits based on race, ethnicity, national origin, religion, sex, sexual orientation, gender identity, disability, or HIV status, and mandates sensitivity training for caregivers and child welfare personnel.
