Department of Veterans' Affairs shall establish and administer a Veterans' and Military Discount Program allowing veterans and active duty military personnel to receive discounts on goods and services from participating merchants.

Eligible participants include honorably discharged veterans and generally discharged veterans (excluding those discharged for discipline, misconduct, unfitness for duty, or court martial) and active duty military service members.

Veterans may use valid Illinois driver's licenses or identification cards designated for veterans, while active duty personnel may use U.S. Department of Defense Common Access Cards to access merchant discounts.

Department of Veterans' Affairs shall develop and implement an outreach program to inform active duty service members, veterans, and potential merchant participants about the discount program, except in counties with similar existing programs.

Act takes effect upon becoming law.
