Amends Illinois Vehicle Code Section 11-1301.2 to modify regulations for persons with disabilities parking decals and devices.

Establishes meter-exempt parking decal program beginning January 1, 2014, for persons with disabilities who meet specific physical qualifications including inability to manipulate coins/tokens, reach 42 inches above ground, approach parking meters, or walk more than 20 feet.

Requires meter-exempt decal applications to include certification from a licensed physician, physician assistant, or advanced practice nurse verifying the applicant's permanent disability and physical qualifications.

Permits parents or guardians of persons with disabilities who are incapable of driving and lack an Illinois driver's license to obtain meter-exempt decals for vehicles transporting the disabled person.

Allows veterans with permanent disabilities issued decals to renew without resubmitting disability evidence, with Secretary of State verifying continued Illinois residency.
