IL HB3693

Creates Article 28 of the Township Code allowing specific townships in St. Clair County with 23+ square miles of territory to discontinue and be abolished by ordinance with approval from both the township board and the coterminous municipality's corporate authorities.

Transfers all township rights, powers, duties, assets, property, liabilities, obligations, and responsibilities to the coterminous municipality upon the later of municipal ordinance approval or expiration of township officers' terms.

Grants the coterminous municipality authority to levy property taxes for township purposes and exercise all duties of township officers under the Township Code, Illinois Public Aid Code, Property Tax Code, and Illinois Highway Code.

Allows the municipality to enter into intergovernmental agreements with the county or State to administer township duties and requires township records to be deposited with the municipality's city clerk's office.

Makes conforming amendments to the Property Tax Code, Public Health District Act, Illinois Public Aid Code, and Illinois Highway Code to reflect that township functions transfer to the coterminous municipality upon discontinuance.
