Creates new Section 8A-4B establishing criminal penalties for possessing another person's EBT or LINK card for unlawful purposes to use or transfer cash assistance benefits in unauthorized ways.

Subjects violators of the new section to penalties established under Section 8A-6, which classifies violations based on dollar amounts involved, ranging from Class A misdemeanor (less than $150) to Class 1 felony ($10,000 or more).

Updates Section 8A-5A to clarify that "identification document" includes cards identifying persons as entitled to cash assistance under the Illinois Public Aid Code.

Amends Section 8A-6 to explicitly include cash assistance benefits and SNAP benefits in the monetary valuations used to determine offense classification for public aid fraud violations.

Takes effect immediately upon becoming law.
