Prohibits use of Temporary Assistance for Needy Families (TANF) cash assistance benefits to purchase or sell alcoholic beverages, lottery tickets, and tobacco products.

Restricts TANF cash assistance from being used for firearms, firearms ammunition, sexually explicit materials, admission to performances, cosmetics, and jewelry.

Bars spending TANF cash assistance on professional services (excluding medical care), travel services, tattoos, body art, piercings, and rental of goods.

Prevents use of TANF cash assistance for payment of taxes, fees, penalties, restitution, bail, or bail bonds ordered by courts.

Prohibits use of TANF cash assistance for gambling games as defined in the Riverboat Gambling Act, while permitting use for childcare services and health club memberships.
