Establishes a $1 fishing license fee for Illinois residents over 75 years of age.

Provides resident veterans of the United States Armed Forces with one-half discount on sport fishing licenses, sportsmen's combination licenses, and lifetime licenses (commencing 2012 for annual licenses and 2016 for lifetime licenses) after returning from service abroad or Presidential mobilization.

Veterans must provide verification of service at one of the Department's five regional offices; the Department shall establish what constitutes suitable verification.

Maintains existing fishing license fees of $14.50 for residents ages 16-64, with half-price rates for those 65 and older (except the new $1 rate for those over 75).

Sets lifetime license fees at 30 times the current annual license fee for fishing, hunting, and sportsmen's combination licenses, with a $10 reissue fee for lost or damaged lifetime licenses.
