Amends the Illinois Vehicle Code to create a new special registration plate called "Illinois Veterans' Homes plates"

Plates may be issued for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds, with design and color determined by the Secretary of State

Original issuance requires a $26 fee ($11 to Illinois Veterans' Homes Fund, $15 to Secretary of State Special License Plate Fund) in addition to standard registration fees

Renewal requires a $26 fee every registration period ($24 to Illinois Veterans' Homes Fund, $2 to Secretary of State Special License Plate Fund)

Plates expire according to the multi-year registration procedure established in Illinois Vehicle Code Section 3-414.1
