Prohibits commercial dealers, manufacturers, importers, distributors, wholesalers, and retailers from selling, leasing, or offering for sale crib bumper pads in Illinois as either crib accessories or separate items, effective January 1, 2018.

Defines "crib bumper pad" as padding material designed for placement within a crib to cushion the inner sides, excluding mesh liners.

Establishes civil penalties of $100 to $500 for each violation of the crib bumper pad sales prohibition.

Adds crib bumper pads to the definition of "children's product" throughout the Children's Product Safety Act, making manufacturers, importers, distributors, wholesalers, and retailers subject to existing enforcement provisions.

Directs civil penalties collected under the crib bumper pad ban to be deposited into the Attorney General Court Ordered and Voluntary Compliance Payment Projects Fund for enforcement and public education purposes.
