Amends the Civil Administrative Code to expand the definition of "State agency" to include Section 405-280, which governs state vehicle management and disposal.

Requires state agencies to report vehicle data to the Department of Central Management Services within 60 days after each fiscal year ends, beginning June 30, 2016; agencies failing to report will have at least 5 of their highest-ranking officials' vehicles seized until compliance.

Mandates the Department publish vehicle cost data, breakeven analyses, mileage, and vehicle purposes annually on its website beginning November 1, 2016.

Establishes procedures requiring the Department to condition new motor vehicle purchases on breakeven analysis and cost-effectiveness compared to alternatives like car sharing or rental agreements.

Directs the Director to declare general purpose passenger and light duty vehicles driven under 7,000 miles annually as surplus property for disposal, with exemptions for emergency vehicles, undercover operation vehicles, and those covered by collective bargaining agreements; proceeds from sales go to the State Surplus Property Revolving Fund.
