Creates the Springfield High Speed Railroad Community Advisory Commission to monitor contracting, employment, and transparency matters related to the Illinois High Speed Rail Program in the Chicago-St. Louis corridor.

Commission consists of 9 Springfield residents appointed within 90 days: 2 by Senate President, 2 by House Speaker, 1 each by Senate Minority Leader and House Minority Leader, 1 by Mayor of Springfield with City Council approval, 1 by Governor, and the independent ombudsman for the 10th Street Rail Corridor.

Commission must meet quarterly and has authority to convene City, County, and Department officials to ensure compliance with federal, State, and local employment and contracting goals.

Requires Commission to issue written reports beginning January 1, 2016, and quarterly thereafter until project completion, detailing compliance with minority employment and contracting goals to state and local officials.

Provisions do not apply if implementation would negatively affect receipt of federal funding.
