Amends Section 16-119 of the Public Utilities Act to cap early termination fees for electric utility and alternative retail electric supplier contracts.

Sets maximum early termination fee at $50 total for residential customers and $150 for small commercial retail customers, regardless of contract length.

Requires early termination fees to be conspicuously disclosed in tariffs or contracts filed or renewed on or after the effective date.

Maintains customer responsibility for all unpaid charges owed when switching to another electric provider.

Takes effect upon becoming law.
