Creates the Veterans' Prosthesis Fund as a special fund in the State treasury under the Department of Veterans' Affairs.

Fund moneys shall be used to make grants to Illinois veterans to update and replace existing prostheses, with the Department adopting eligibility rules.

Establishes a veterans' prosthesis income tax checkoff allowing taxpayers to contribute a minimum of $1 on their tax returns for taxable years ending on or after December 31, 2015.

Fund may receive contributions from the tax checkoff, public and private donations, and all federal funds designated for aiding veterans in updating or replacing prostheses.

Takes effect immediately upon becoming law.
