Creates the Animal Abuse Registry Fund as a special fund in the State Treasury to support establishment and maintenance of an animal abuse registry.

Requires the Department of Agriculture to create and maintain a publicly accessible animal abuse registry indexed by name, date of birth, and address that includes the offense for which registrants were convicted.

Mandates that persons 18 years or older convicted of cruel treatment, aggravated cruelty, or animal torture register with the Department within 30 calendar days of conviction and register annually thereafter until court-ordered removal.

Prohibits registered individuals from owning companion animals or being employed at animal shelters, pounds, pet shops, zoos, or other businesses where companion animals are present.

Requires presiding judges to notify convicted individuals of their registration requirement and direct the court clerk to send conviction information to the Department; establishes a mandatory annual registration fee of $50 deposited into the Animal Abuse Registry Fund.
