Expands definition of "committed person" and "good behavior" to apply to individuals confined in county jail pending trial or sentencing, in addition to those serving sentences of imprisonment.

Increases maximum penalty for a single infraction from 30 days to 60 days of lost good behavior allowance if it is the second or subsequent infraction within any 30-day period.

Requires written disciplinary reports to be filed within 72 hours of an infraction, with disciplinary proceedings commencing no more than 8 days after the infraction or discovery, unless the committed person is unavailable.

Establishes procedures for disciplinary boards including: providing 24-hour notice before hearings, allowing the accused to appear and address charges, permitting witness testimony and cross-examination, and issuing written decisions within 14 days if charges are sustained.

Allows wardens to revoke all earned good behavior allowance for inmates convicted while in custody of assault, battery on peace officers or inmates, criminal damage to property, or possession of contraband.
