Amends the Illinois Vehicle Code to include all vehicles of the Illinois State Toll Highway Authority (not just those identified as Highway Emergency Lane Patrol vehicles) within the definition of "authorized emergency vehicle."

Permits the use of red or white oscillating, rotating, or flashing lights on any vehicle of the Illinois State Toll Highway Authority, whether or not it is identified as a Highway Emergency Lane Patrol vehicle.

Removes the restriction that limited light authorization only to vehicles specifically identified as Highway Emergency Lane Patrol vehicles, expanding the provision to cover all Toll Highway Authority vehicles.

Lights on Toll Highway Authority vehicles shall not be lighted except when responding to an emergency call or when parked or stationary while engaged in motor vehicle assistance or at the scene of an emergency.
