IL HB3797

Adds new subsection (d-5) to Section 3-114 allowing a spouse to acquire vehicle title upon the owner's death by submitting proof of death, ownership transfer, marital relationship, and applicable fees within 180 days.

Modifies Section 3-821 to allow issuance of a special corrected certificate of title at $15 fee to transfer title to a spouse when the decedent-spouse was the sole owner, in addition to existing grounds for removal of co-owner names due to death or divorce.

Establishes procedures for surviving spouses to register vehicles without going through full probate processes, streamlining title transfer for spousal inheritance cases.

Makes technical amendments to Illinois Vehicle Code regarding vehicle title transfers by operation of law and vehicle registration fee schedules.
