Prohibits operating a motor vehicle in construction or maintenance speed zones at speeds exceeding posted limits, whether or not workers are present.

Establishes fines of minimum $250 for first violations and minimum $750 for second or subsequent violations of construction zone speed limits.

Requires additional surcharges of $125 (first violation) or $250 (subsequent violations) deposited into Transportation Safety Highway Hire-back Funds to pay for off-duty police officer monitoring of construction zones.

Allows counties to use portion of their Hire-back Fund moneys for law enforcement equipment and driver education materials regarding construction zone safety, in addition to hiring off-duty officers.

Imposes 90-day driver's license suspension for second or subsequent violations within 2 years when workers were present in the construction zone.
