Creates the City Colleges of Chicago Fund as a special fund in the State treasury to receive revenue from special license plates.

Authorizes the Secretary of State to issue special "City Colleges of Chicago" registration plates for passenger vehicles and motor vehicles weighing not more than 8,000 lbs.

Charges applicants a $25 fee for original plate issuance ($10 to City Colleges of Chicago Fund, $15 to Secretary of State Special License Plate Fund) and $25 for each renewal ($23 to City Colleges of Chicago Fund, $2 to Secretary of State Special License Plate Fund).

Directs all moneys in the City Colleges of Chicago Fund to be distributed as grants to the City Colleges of Chicago Foundation for scholarships, academic assistance programs, curriculum development, and technology projects benefiting students and faculty.
