HB3815 Summary

• Licensed commercial applicators must maintain evidence of financial responsibility (surety bond of at least $50,000 or liability insurance) throughout their entire licensure period to protect against personal injury or property damage claims.

• Multi-year licenses issued starting in 2017 are valid for the calendar year issued plus 2 additional years; licenses issued before 2017 remain valid for only the calendar year issued (except private applicators which are 3 years total).

• Multi-year license and registration fees established starting 2017: commercial applicators $180 (previously $60 annually), public/commercial not-for-hire applicators $60 (previously $20 annually), commercial operators $120 (previously $40 annually), and pesticide dealer registrations $300 (previously $100).

• Duplicate license fees increased from $5 to $10 across all license types.

• Licenses and registrations expire on December 31 and may continue in effect for 60 days after expiration if renewal application is submitted, until the Director approves or denies the renewal.
