IL HB3822

Creates the Illinois Telecommunications Access Corporation Fund as a nonappropriated trust fund held outside the State treasury with the State Treasurer as ex officio custodian, with quarterly remittals to the Illinois Telecommunications Access Corporation.

Requires sellers of prepaid wireless telecommunications service and providers of other wireless telecommunications services in Illinois to collect and remit assessments in a competitively neutral manner consistent with telecommunications carriers providing local exchange service.

Specifies that assessments on prepaid wireless telecommunications service consumers shall be imposed per retail transaction as a percentage of that transaction amount.

Requires sellers of prepaid wireless telecommunications service to remit assessments to the Department of Revenue on the same form used for Prepaid Wireless 9-1-1 Surcharge Act fees, with fees collected deposited into the Illinois Telecommunications Access Corporation Fund.

Permits the rates of the Prepaid Wireless 9-1-1 Surcharge Act fee and the assessment under this bill to be combined for display on consumer receipts.

Effective July 1, 2015.
