Creates the Support Neighborhood Schools Special License Plate Fund as a special fund in the State treasury to receive revenues from special license plate sales.

Authorizes issuance of Support Neighborhood Schools license plates for passenger vehicles and motor vehicles weighing not more than 8,000 pounds, with plate design determined by a contest open to all Illinois public school elementary pupils and judged by a committee on September 30, 2015.

Charges a $40 fee for original plate issuance ($25 to the Support Neighborhood Schools Fund, $15 to the Secretary of State Special License Plate Fund) and $40 for each renewal ($38 to the Support Neighborhood Schools Fund, $2 to the Secretary of State Special License Plate Fund).

Distributes all moneys from the Support Neighborhood Schools Special License Plate Fund as annual grants to the school district where the plate purchaser resides, or to the specific school within that district if multiple public schools exist in the district.

Takes effect immediately upon becoming law.
