Creates the Equal Economic Opportunity Task Force consisting of four legislative members appointed by Senate and House leadership, the Governor or designee, Director of Commerce and Economic Opportunity, Secretary of Human Services, Attorney General, and two representatives from retail and banking industries appointed by the Governor

Director of Commerce and Economic Opportunity serves as chairperson; Department of Commerce and Economic Opportunity provides technical support and administers task force operations

Task force must examine barriers to economic opportunity in depressed communities, issues discouraging local investment and business development, local community concerns, and current economic conditions to establish comprehensive economic development policy for small, medium, and large businesses

Members must be appointed within 90 days of the Act's effective date and receive no compensation; task force must provide public opportunity to provide input during examinations

Task force shall submit a report with findings and legislative recommendations to the General Assembly by January 1, 2017; Act is repealed January 1, 2018
