IL HB3870

Converts the Illinois Lottery's Internet pilot program for online ticket sales into a permanent program by removing time limitations and "pilot" designations from statute.

Allows individuals 18 years or older to purchase lottery tickets online without using a licensed retailer, with all transactions restricted to within Illinois.

Requires the Department of Lottery to submit the Internet sales plan to the U.S. Department of Justice for review before implementation and only proceed if DOJ does not object within a reasonable timeframe.

Limits initial online sales to Lotto, Mega Millions, and Powerball games, though the Department may request DOJ approval to expand to additional lottery games.

Creates an Internet Lottery Study Committee to evaluate impacts on lottery retailers, tax revenue, player age verification, gambling addiction prevention, and feasibility of stored value cards for online purchases.
