Amends the Business Assistance and Regulatory Reform Act to require state agencies to review their rules, regulations, and permitting processes as they affect small businesses.

Defines small business as independently owned and operated with fewer than 50 full-time employees or gross annual sales under $4,000,000, though agencies may adjust this definition for specific rules.

Directs agencies to identify and recommend changes to unreasonable, burdensome, duplicative, or onerous regulations, including reducing paperwork, eliminating unnecessary permits, consolidating overlapping requirements, simplifying applications, and expediting review processes.

Requires each state agency to complete its initial review within one year of the act's effective date and repeat the review every 5 years thereafter.

Mandates agencies report their findings and recommendations to the Office of Business Permits and Regulatory Assistance, the Governor, and the General Assembly.
