Amends Section 12-215.1 of the Illinois Vehicle Code to regulate the purchase of oscillating, rotating, or flashing lights for emergency vehicles.

Restricts purchase of emergency vehicle lights to persons authorized to possess them, including law enforcement officers, ambulance technicians or drivers, firefighters, and others authorized under Section 12-215.

Requires purchasers of emergency vehicle lights to provide identification (which may include a badge) proving their authorized status or authorization to purchase on behalf of an authorized entity.

Maintains existing prohibition on unauthorized possession of emergency vehicle lights, markings, and equipment as a Class A misdemeanor.

Preserves law enforcement authority to seize prohibited devices during legal searches, with defendants able to petition courts for return if they can prove lawful future use.
