Amends the Sexually Violent Persons Commitment Act to modify notification procedures when civilly committed sexually violent persons are placed on conditional release, discharged, escape, die, or experience court-ordered changes in custody status.

Requires the Department to notify victims (or appropriate family members), the Department of Corrections, and the Department of Juvenile Justice of these status changes.

Changes notification timing from at least 60 days in advance to within one business day of the court order requiring preparation of a conditional release plan and another notice within one business day of the court order approving the conditional release or discharge.

Requires immediate notification if a detainee or civilly committed sexually violent person escapes or dies, unless unusual circumstances prevent advance notification.

Establishes a registration card system allowing victims and family members to provide contact information to the Department for notification purposes, with mailing addresses protected from public disclosure under the Freedom of Information Act.
