Establishes the Illinois Student Assistance Commission with 10 members appointed by the Governor with Senate consent, including representatives from state universities, private institutions, community colleges, public high schools, 5 citizen members, and 1 student member.

Student member is selected from nominations submitted by multi-campus student organizations, including the recognized advisory committee of students of the Illinois Community College Board, the Board of Higher Education, and the Federation of Independent Illinois Colleges and Universities.

Student member serves a 2-year term beginning July 1 of odd-numbered years, while other commission members serve 6-year terms.

Removes the prohibition preventing student members from receiving scholarships or grants during their term of office; instead specifies that student appointee status cannot be considered in determining eligibility for programs administered by the Commission.

Takes effect upon becoming law.
