Amends the Title Insurance Act to change "pay" to "remit" in Section 14(b), where title insurance companies remit $3 per policy issued by all agents for annual agent registration fees.

Modifies Section 16(b) to remove the requirement that agent registration applications be prepared "in duplicate" and changes "the original" to "a copy" when forwarding applications to the Secretary.

Removes the requirement in Section 16(b) that title insurance companies forward registration applications to the Secretary "with the appropriate fee."

Maintains existing requirements for title insurance agent registration, including age minimums (18 years), notarized affidavits, criminal background disclosures for theft or dishonesty convictions, and Secretary approval for persons with relevant criminal histories.

Preserves regulations on escrow fund handling, fiduciary trust accounts, escrow agent authorization requirements, and title insurance company liability for agent actions in real property transactions.
