State Police becomes the lead and sole agency to administer the Federal Motor Carrier Safety Administration Motor Carrier Safety Assistance Program and receive related grants, replacing the Department of Transportation.

Amends the State Finance Act to allow $20,000,000 in Road Fund appropriations to State Police beginning fiscal year 2016 to administer the Illinois Motor Carrier Safety Act and Illinois Hazardous Materials Safety Act.

Changes the Illinois Hazardous Materials Transportation Act to designate the Department of State Police (instead of Department of Transportation) as the responsible agency for hazardous materials transportation regulation and enforcement.

Amends the Illinois Vehicle Code to transfer motor carrier safety oversight authority from the Department of Transportation to the Department of State Police, including inspection and enforcement of commercial motor vehicles and drivers.

Takes effect July 1, 2015.
