IL HB3950

Establishes a program within the Department of Children and Family Services to place foster children with permanent foster parents or families as an alternative to group home or institutional care.

Authorizes the Department to purchase and rehabilitate single-family homes subject to foreclosure sale and place no more than 3 foster children in each home.

Requires eligible foster parents or families participating in the program to reside in the rehabilitated home for the duration of the child's custody or until they are no longer eligible to foster.

Directs the Department to apply for applicable federal funds or grants to support program implementation.

Requires the Department to adopt rules for recruiting foster parents and families and establishing stipends to cover costs not covered by the Department for home maintenance and upkeep.
