• Expands Illinois Adoption Registry to include birth grandparents as eligible registrants who can exchange identifying and medical information with adopted or surrendered persons and their relatives.

• Adds "birth grandparent" to registry definitions as the biological parent of a non-surrendered deceased birth mother or birth father.

• Allows birth grandparents to file registration forms and Information Exchange Authorizations to seek contact and information sharing with adopted or surrendered persons age 21 or over.

• Waives the $15 registration fee for birth grandparents who complete a Medical Information Exchange Questionnaire and authorize its release at time of registration.

• Permits birth grandparents to petition courts for appointment of confidential intermediaries to facilitate searches and contact with adopted relatives, subject to the same 5-year waiting periods as other birth relatives with denial of information on file.
