• Amends advance payment terms for nursing facilities with significant outstanding Medicaid liability by requiring written contracts with the Department of Healthcare and Family Services specifying repayment terms, replacing previous provisions allowing facilities to choose 3 or 6 month repayment schedules.

• Establishes that advance payment repayment shall consist of no more than 6 equal payments and cannot begin until long-term care eligibility processing time reaches 90 days or fewer.

• Removes the June 30, 2015 deadline for completing all advance payment recoupments, making repayment contingent on achieving the 90-day eligibility determination processing standard instead.

• Takes effect immediately upon becoming law.
