Adds new provision (3.5) to disorderly conduct statute making it illegal to transmit threats of destruction to school buildings or property, or threats of violence, death, or bodily harm directed at persons at schools, school functions, or school events.

Classifies violation of provision (3.5) as a Class 4 felony, matching the penalty for false bomb/explosive threats, false fire alarms, and false 911 calls.

Adds new subsection (e) requiring persons convicted of disorderly conduct under false 911 calls to reimburse the public agency for reasonable emergency response costs up to $10,000, with an exemption for indigent individuals.

Defines "emergency response" in new subsection (f) to include any condition resulting in or potentially resulting in response by authorized emergency vehicles, evacuation of areas, or response by police, firefighters, State Fire Marshal employees, or ambulances.
