• Amends the Department of Revenue Law to discharge persons or entities from liability to delinquent taxpayers when they surrender property, rights to property, or discharge obligations upon demand by the Director of Revenue due to a tax levy.

• Limits discharge of liability to an amount not exceeding the value of property or rights surrendered to the Director.

• Authorizes the Department of Revenue to indemnify financial institutions that return funds identified as fraudulently obtained refunds, provided the institution acted in good faith belief the funds resulted from fraud.

• Recognizes that financial institutions are reluctant to return suspected fraudulent funds without liability protection and aims to facilitate recovery of fraudulently issued refunds.

• Takes effect immediately upon becoming law.
