Replaces all references to "Director" with "Secretary" of the Department of Financial and Professional Regulation throughout the Humane Euthanasia in Animal Shelters Act.

Removes the requirement that certified euthanasia technicians renew their certification every 5 years, though continuing education at renewal is still required.

Allows the Secretary to summarily suspend a euthanasia agency or technician's certificate without a hearing if evidence indicates continued practice would constitute animal cruelty or pose imminent danger to the public, with a hearing to commence within 30 days.

Adds new confidentiality provisions requiring the Department to maintain examination and investigation information as confidential, with limited disclosure only to law enforcement, other regulatory agencies with appropriate interest, or by lawful subpoena.

Modifies provisions concerning address of record, investigations, hearings, certificate restoration, criminal penalties, and administrative procedures; adds new Section 190 on confidentiality.
