Removes language from Section 6-102(4) that limited farm tractor operation exemptions to travel "between the home farm buildings and any adjacent or nearby farm land," allowing farm tractors used for exclusive farm operations to operate without a license more broadly.

Amends Section 6-303(a) to exempt persons operating under exemptions 1, 4, and 8 of Section 6-102 from the prohibition on driving with a suspended or revoked license.

Exempted categories include: federal employees operating government vehicles on official business, road machines temporarily on highways, farm tractors used for farm operations, and railroad crew members operating locomotives or trains on rails.
