Amends Section 21B-45 of the School Code regarding Professional Educator License renewal requirements.

Requires the State Board of Education to ensure professional educator licensees have access to professional development activities aligned with best practices in civics education.

State Board of Education must seek an efficient and effective method of providing professional development in civics content and skills.

Professional educators must complete 120 hours of professional development per 5-year renewal cycle (with certain exemptions for National Board certified teachers requiring 60 hours and administrators requiring additional coursework).

Establishes approved providers for professional development activities, including regional offices of education, higher education institutions, professional associations, school districts, and not-for-profit organizations with State Board contracts.
