Amends the Transportation Network Providers Act to define "surge pricing" as charging passengers a higher fare rate than the regular rate by using a rate multiplier during times of high demand.

Prohibits transportation network companies from employing surge pricing in areas subject to a gubernatorial disaster proclamation under the Illinois Emergency Management Agency Act for the duration of that proclamation.

Requires TNCs to disclose fare calculation methods to passengers on their website or software application and provide estimated fares before passengers enter the vehicle.

Mandates TNCs transmit electronic receipts to passengers listing trip origin, destination, total time and distance, and itemized fare breakdown within a reasonable period after trip completion.

Requires TNCs to display the driver's picture and vehicle license plate number in their software application or website before the passenger enters the vehicle.
