Adds "Owner" definition to Animal Welfare Act, including persons with property rights in animals or who harbor animals, with exception for feral cat caretakers in trap-neuter-return programs.

Requires animal shelters to report stray dogs and cats to animal control or law enforcement by the next business day and restricts acceptance of strays to animals from owners with signed relinquishment forms, licensed shelters, or out-of-state facilities.

Mandates scanning stray dogs and cats for microchips and examining for identification tags, tattoos, and rabies tags within 24 hours of intake, with notification to owners and transfer to animal control when owners are identified.

Requires animal shelters to provide owners at least 7 business days' notice by mail before disposing of unclaimed animals, with additional attempts to contact via telephone or email using microchip or identification information.

Prohibits animal shelter representatives from entering private property to remove animals without permission from property owners, except for approved humane investigators, and imposes a 3-year prohibition on applying for licenses after license revocation.
