Amends Illinois Vehicle Code to allow the Secretary of State to issue special license plates to retired members of the General Assembly upon request and payment of appropriate fees.

Plates are issued for 2-year periods beginning January 1st of odd-numbered years and ending December 31st of subsequent even-numbered years.

Defines "retired member" as an individual who served in the General Assembly for a minimum of 6 years, or is age 62 or older with at least 4 years of service and retired before the 83rd General Assembly convened, and has never been convicted of a felony in any state or federal court.

Surviving spouses of deceased retired members who held plates may retain the plate if they are Illinois residents and transfer registration to their name within 90 days of the member's death.

Fees and procedures for retired member plates are the same as those for personalized plates under the Illinois Vehicle Code.
