Amends Section 15-316 of the Illinois Vehicle Code to allow local authorities to restrict vehicle operation or weight limits on highways under their jurisdiction for up to 90 days per calendar year when conditions will seriously damage or destroy the highway.

Permits local authorities to measure the 90-day restriction period in either consecutive or nonconsecutive days at their discretion, rather than requiring consecutive days only.

Requires local authorities to erect and maintain signs designating the restrictions at each end of the affected highway portion, with restrictions becoming effective only after signs are in place.

Establishes penalties for violations: $50 fine for weight exceeding posted limits up to the axle or gross weight limit, and $75 per 500 pounds or fraction thereof for weight exceeding standards in Section 15-111.

Exempts propane cargo tank vehicles with two or three axles delivering for emergency heating purposes from county and township restrictions if loaded at no more than 50 percent capacity, gross vehicle weight does not exceed 32,000 pounds, and the driver notifies the appropriate jurisdiction beforehand.
