IL HB4044

Amends the Juvenile Court Act of 1987 to rename "County Juvenile Justice Councils" to "Juvenile Justice Councils" and expands their formation to include groups of contiguous counties or, in counties with populations of 3,000,000 or more, townships.

Expands the list of officials who can initiate council formation to include State's Attorneys, Public Defenders, court services directors, probation officers, county board members, regional superintendents of schools, sheriffs, chief judges, and governing bodies of Redeploy Illinois sites.

Requires councils to meet monthly instead of semi-annually and caps voting membership at 21 members, with ability to add representatives from law enforcement, schools, community organizations, faith-based organizations, domestic violence agencies, and other specified entities.

Adds new duties for councils including data analysis on youth in the juvenile justice system, facilitation of community-based oversight and evaluation, and planning for Redeploy Illinois programs and reentry services.

Allows councils serving established Redeploy Illinois sites to undertake governance of those sites at the site's request and removes a previous provision assigning interim chairperson duties to the State's Attorney.
