Allows persons with 10 or more consecutive years of Illinois residency to apply for licensure despite an out-of-state driving privilege revocation, if the revoking state's laws permit reapplication.

Requires applicants to meet five conditions: the out-of-state revocation must be their only revocation, they must have no driving offenses since revocation, they must qualify under Section 6-208, and they must comply with Illinois Administrative Code reinstatement requirements.

Authorizes the Secretary of State to issue restricted driving permits to new residents with out-of-state revocations according to existing permit restrictions and purposes.

Subjects restricted driving permits to cancellation, revocation, and suspension under the same conditions as driver's licenses, with any traffic conviction sufficient cause for permit revocation.
